Improve creating of releases

When hub is installed via Homebrew, Homebrew does a shallow clone of the
hub repo and so the describe --tags call in this script fails and bash
halts the script there.

Allowing the script to turn through will allow the fallback block to run.

Because Go builds switch directories after checkout, the local
`vendor/bundle` location to which Bundler installs gems will not be
picked up by Travis caching mechanism.

As a workaround, set an absolute bundle location that sticks to the
original directory that cache is aware of.

Backport latest cukes from 1.12-stable branch

`hub remote add origin` and `hub remote add MY-USERNAME` will now act as
if `-p` was given and automatically assign private (SSH) URLs instead of
public ones, because the fact that these are your repos means you have
write access.

Print out aggregate error of asset upload instead of failing the whole upload process if one of them fails

Detect the asset info to upload via the `--attach` flag.

It's especially important to encode the `#` character, because it would
get interpreted as a URI fragment identifier. However, we let
`url.QueryEscape` encode any other unsafe characters, except allowing
special characters like `/!:^~` to appear raw. Most of these characters
aren't allowed in branch names anyway, but they can appear as git
revision expressions such as `feature^` or `mislav:feature~3`.
