docs - add views pg_stat_all_tables and indexes (#10248) 

* docs - add views pg_stat_all_tables and indexes

pg_stat_all_indexes
pg_stat_all_tables

Also add some statistics GUCs.
--track_activities
--track_counts

* docs - clarify seq_scan and idx_scan refer to the total number of scans from all segments
