The codegen-prefix path list is semicolon separated and must thus
be quoted when passed to autoconf as it otherwise breaks up the
commandline. Add missing quote character in the README documentation.

The data directory and the TCP ports can be changed when "make cluster" is
executed to build the demo cluster:

DATADIRS=/tmp/gpdb-cluster MASTER_PORT=15432 PORT_BASE=25432 make cluster

This fixes #441 and #442

Also make the TCP port for the regression tests configurable.

Update to avoid misunderstanding. `--with-perl` means building Perl modules (PL/Perl) instead of perl runtime, `--with-python` means building Python modules (PL/Python) instead of python runtime.

Move the Vagrant instructions to /vagrant and add a note to that in the main README.md file.

version for Python module

In the long run, we should get rid of that dependency by rewriting the
code that currently uses 'ed', but meanwhile this should be documented.
