Apply the following changes by Toomas Kiisk <vix@cyber.ee>:

* make openssl rsa work with -engine chil
* misc changes, including debug-linux-ppro Configure target
  and FORMAT_NETSCAPE-aware load_{,pub}key()

This completes the application of his changes.
